What is YSR Rythu Bharosa?

The Andhra Pradesh Department of Agriculture introduced YSR Rythu Bharosa as part of its Navratna initiatives. The initiative offers annual cash aid of ₹13,500 to all farming families, including tenant farmers. This program, which is expected to assist over 49 lakh farmer families, guarantees vital support for the farming community throughout the state.

Benefits

  • Under the Pradhan Mantri Kisan Samman Nidhi, the central government will provide ₹ 6,000 and the state government will provide ₹ 7,500 to Landholder farmer families who collectively own cultivable land, regardless of the size of land holdings. The beneficiaries under this category of the scheme will be identified using the validated land ownership database that is currently in place.
  • The eligible landowner farmer or landless cultivators from SC, ST, BC, or minority categories will receive the ₹ 13,500/-benefit in three installments, as explained below.

  • On behalf of farmers, the government will cover crop insurance premiums. Also, the farmers will receive crop loans that are interest-free.
  • Farmers are to be given free bore wells and 9 hours of free electricity during the day, and aquaculture farmers will pay ₹1.50 per unit. 
  • A ₹3000 crore price stabilization fund will guarantee Minimum Support Price, and ₹4000 crore is allocated for disaster relief. 
  • Each constituency will have cold storage, godowns, and food processing units. Dairy farmers in cooperatives will receive a ₹4 bonus per liter from the 2nd year. 
  • Toll and road taxes for agriculture tractors will be waived. A ₹7,00,000 YSR Bima will support farmers’ families in cases of accidental death or suicide, with funds directly reaching the family.

Eligibility

  • The scheme benefits all landholder farmer families who jointly possess cultivable land, regardless of size, at ₹ 13,500 per annum as per land records, subject to exclusions.
  • Farmer families cultivating on ROFR and D Patta lands (as documented in the necessary records) are also eligible for YSR Rythu Bharosa. 
  • Farmers who are cultivating land acquired without compensation are eligible for benefits under the system.
  • In cases of shared ownership, the benefit would be passed to the family member with the largest landholding. 
  • If two or more individual family members hold the same amount of cultivable land, the benefit will be transferred to the bank account of the elder/eldest member, as applicable, of that farming family.

Eligibility of Landless Cultivators:

  • The tenant individuals shall not have any land such as agriculture, horticulture, or sericulture land. 
  • The lease support will not be extended within the family.
  • A limited area is offered on a lease by a single landless individual as follows:

  • Regardless of the holding size, the benefit shall be extended to just one cultivator per landowner family under a leasing arrangement. 
  • Benefits will be awarded to SC, ST, BC, or Minority categories landowner farmers and only one tenant or cultivator. When several tenants are sharing a single landowner, the ST tenant will receive preference when it comes to financial incentives.
  • Benefits are available to landless tenants/cultivators who hold numerous lease agreements as a single unit.
  • The Statute states that only tribal cultivators and tenants are recognised in tribal territories.
  • The lease was entered into by the landless tenant/cultivator, and a marginal farmer living in the same hamlet will not be entertained.
  • Rythu Bharosa provides rewards to growers and tenants who work on properties held by excluded categories.
  • Benefits for tenants farming Inam/Endowment lands will be distributed in line with the documented data that the Department of Endowments has access to.

Individuals who are not eligible under the YSR Rythu Bharosa scheme:

  • All institutional landholders and farmers, as well as their family members, have constituency positions as Ministers, MPs, MLAs, and MLCs.
  • All superannuated/retired pensioners from the aforementioned group who receive a monthly pension of at least Rs. 10,000 (not including multitasking employees or class IV/group D employees).
  • All individuals who paid income/commercial/professional tax/GST in the previous assessment year and are registered with professional bodies and practice their profession.
  • Persons who own farmlands that have been converted into housing, aquaculture, or any other non-agriculture use, whether updated or not, in the revenue records. Village-level revenue and agriculture department officials will conduct the necessary ground truthing.
  • If Farmer’s unmarried child is a government employee or income tax assessed, then this will not make him ineligible.
  • The financial assistance will be provided to the spouse in the event of death. But onwards, this assistance will go to the legal heir only.

How to apply?

  1. The newly selected village volunteers will select the candidate and share their information with the revenue officials.
  2. The officials will prepare a list of beneficiaries and submit the list to the government. 
  3. Once the process is complete, the district-wise beneficiary list will be shown on the website.

  1. Enter your e-Karshak username and password to log in to the official link.
  2. On the next page, a beneficiary list will be displayed. To confirm your name on the list details, enter your “Katha Number.” The list will display the details such as your father’s name, Katha number, village, district, and Mandal name.
